One side of the street was a shopping center and the other side was open area clear to Pt. Mugu.

Full Description & Details

I was driving down Pleasant Valley Rd. when I noticed what I thought to be a large version of one of these balloons you see for sale for birthday parties, Valentines's Day, etc. (but somewhat larger). It was just sitting on the ground a few feet off the roadway. At any rate, it suddenly shot into the air at amazing speed and disappeared through the overcast (maybe 1500 feet up). I watched in total amazement as it actually made a gray hole as it ascended through the fog. Point Mugu Naval Air Station was not far in the background and I wondered if there was any connection.

Can sighting be explained as any conventional man-made or natural object?

If it didn't shoot through the overcast like it did, I would say definately.
