Jack,
I'm not sure if intelligence (or lack of it) is exactly what is happening with us earthlings.
I have discussions with some very intelligent people. They can take the data which they are personally able to observe and make it whistle dixie. They can think very well indeed. What they don't seem to be able to do, however, is to observe any data outside of some box they are in.
What I have over them is the ability to observe. It was a hard won ability because it was do that or die on one occasion.
